Philip D. Barcus

Phil oversees the strategic direction of the company and serves as its Principal Broker. He has over 30 years of industry experience in the areas of real estate operations, finance and investment. He purchased the company in 1985 and has served as the President and Chief Executive Officer of The Barcus Company since.
An industry veteran, Phil's real estate expertise includes acquisition management, financing restructuring and facilitation, brokerage representation, real estate tax appeal, market analysis and investment search and analysis. Phil has broad experience in management, sales, and leasing of commercial and industrial properties, as well as conventional and affordable multifamily housing.
Phil served as the President of the Columbus Apartment Association, Treasurer of the CAA, President of the CAA Charitable Assistance Foundation and Trustee for the Ohio Apartment Association for multiple years.
Phil is the author of Guidebooks for Officers and Guidebook for Trustees for which the Columbus Apartment Association received the prestigious National Paragon Award for excellence from the National Apartment Association.

Roxana Tofan, CPM®

Roxana has experience in all aspects of real estate management in affordable and conventional housing as well as commercial real estate management. For more than a decade Roxana worked diverse markets in several states on the west coast and in Texas before relocating to Ohio. Roxana serves as the Executive CPM® for the company and oversees property and corporate operations as well as acquisition and construction management.
Her experience includes lease-ups and rehabs, acquisitions, dispositions, new market analysis, due diligence, client development, property management, and portfolio management of troubled assets.
Roxana has extensive expertise in achieving financial performance with specialties in asset and financial management; financial analysis, profit growth and strategic planning; new market analysis, due diligence and customer development; marketing and turnaround management; market and affordable housing (HUD, RD, LIHTC, state programs).
Roxana served as a contributing writer for industry publications including The Network, IREM in-Line, Multifamily Executive, and Units magazines. She enjoys participating in professional organizations, community and military outreach, reading history and leadership books and watching NASCAR.

Markus Zarins, CPA

Markus brings several years of experience from public accounting engaging in audits, reviews, compilations, and other agreed-upon procedures. His position includes overall responsibility for cash and treasury management, property and corporate accounting, and financial and regulatory reporting.
His expertise includes business strategy, financial analysis and forecasting, complex management acquisitions, compliance for various lenders and government agencies and client relations.
Markus enjoys playing sports, hiking in the woods with his dogs, and spending time with his family. He considers himself an amateur handy-man around the house but is improving each day with a lot of practice.

Angi Basinger, CPM®
Portfolio Manager

Angi has a background in market rate multi family assets and commercial real estate management. Her experience includes full service property management and portfolio management of stabilized and troubled assets.
Her numerous years in the business are in management of high rise office buildings and single/multi story office buildings as well as project management. In her role at the company, Angi oversees a portfolio of multi family properties and the commercial properties portfolio.
Angi has an Ohio Real Estate Sales license and enjoys volunteering with professional organizations and community outreach programs, reading and writing creatively.

Tonya Fransen, COS®, AHM®
Compliance Specialist
Before joining the home office Tonya was a property manager. She maintains tracking for program regulations associated with individual properties and conducts the compliance training for all site staff.
Her experience and expertise in affordable housing compliance is vital to the management team’s due diligence process. She sets up and tracks programs regulations associated with individual properties and developed the compliance training for all site staff.
Tonya is currently pursuing her Ohio Real Estate License and enjoys traveling, spending time with her children and friends, and experiencing new things.

Roy W. Poor, Jr.
Corporate Maintenance Coordinator
Roy has over 10 years experience in facility and construction management working for the largest developers and property management companies in the country. In his role with the company, he oversees the preventive maintenance program, the inspection protocol, capital improvement projects and serves as the safety coordinator.
He has extensive experience in construction management, contract compliance, requests for proposals and quality control. Roy has a proven record of successful project oversight of ground up to renovation projects from due diligence to lease-up. He is proficient at capital needs forecasting and facility maintenance management in both multi family, condominium and commercial real estate.
Roy is a certified REAC inspector and has great expertise with the Low Income Tax Credit Program.
